To Rebuild Agricultural Development Bank of China According to
the Requirements of Modern Bank to Support Sustainable
and Healthy Development of China’s Agriculture
As a policy financial institution under the direct leadership of the State Council, ADBC has seriously implemented the policies of the government on grain and cotton procurement and other relevant economic and financial policies to play an important role in safeguarding the national food security, protecting the interests of the farmers and promoting development of agriculture and rural economy. Since the 16th Plenary Session of the CPC, agriculture, rural areas and farmers have become the top priority of the new leading group of the CPC Central Committee. According to a scientific theory on development and a new thought about combining rural and urban economic development, the guidelines of “ more support, less tax burden and more liberal attitude” in rural areas have been put forward and the strategic readjustment of agriculture and rural economy has been advanced. Facing a speed-up of reforming marketing system of grain and cotton and rural financial system, ADBC is confronted with both opportunities and challenges.
ADBC will seriously implement relevant policies and guidelines of the CPC Central Committee and the State Council on agriculture, rural areas and farmers, completely meet the requirements of the State Council on ADBC’s business operation, correctly understand and actively implement policies of grain, cotton and edible oil marketing, reinforce the closed management of funds for national reserve of grain, cotton and edible oil, timely adjust and constantly perfect credit policies, improve the reform of the marketing system of grain and cotton and support state-owned grain enterprises to market as the main channel through the credit lever, drive the development of industrialization of grain and cotton and safeguard national food security.
ADBC will actively explore a way to turn the bank into a highly efficient agricultural policy financial institution under the conditions of market economy. According to the requirements of modern bank, ADBC will strictly separate policy from commercial business, conduct in-depth systematic reform, perfect operation mechanism, strengthen internal control, strictly prevent and control credit risks, reduce operating cost, enhance operating benefits and implement the strategy of development based on competent personnel to convert the bank into a modern agricultural policy bank with good development prospect, rational governance structure, efficient mechanism, standardized management, sophisticated operational methods and strong sustainability. The bank wishes to make new contributions to development of agriculture and rural areas and increase in farmers’ income.
